I think they draw up contingencies and documents for any outcome. This was one of them. Somebody leaked it to embarrass Trump or to gum up the works.
Iran already owns Iraq - Bush gifted it Iran when he overthrew Saddam.
I think Michael Savage called it the biggest military blunder in US history.
You draw up plans, protocols, but never have I ever seen someone writing letters that MIGHT be of use some day. It’s just plainly a waste of time.
It's mysterious that anyone was preparing such a letter, nice to know A) that they're always preparing for contingencies, and B) that there's at least one rat inside the works.
I would have even made a deal with the USSR saying they can control Afghanistan - they would have fought the Islamist there and we would have fought them in Iran. No alQaeda - no US arming jihadists, the USSR would have collapsed anyway as it did no matter what. We would be living in the best of times right now.

There was ab opportunity to replace Saddam with another general that would have kept order and be allied with the USA but the Bush team wanted to so some sort of crown pleasing push for Democracy and in that part of the world people vote in ethnic blocks rather than for the best candidate - it is tribal and that means the Shia tribes won out and that means Iran. That made the Sunnis become radicalized and join al-Qaeda and ISIS, etc.
This is my out there opinion. I think Bush 2 wanted Saddam dead after he plotted to kill Bush 1 when he went to Kuwait to pick up his cash for bailing them out.
A motivation i support more than the one he made up. At the time Iran was already a bigger threat and exporter of terrorism.

Who knows, that could very well have been the plan when Bush invaded Iraq over fake WMD’s. The swamps goal was to completely destabilize the ME so the wonders if Islam could be spread via refugees and terrorists.
9-11 was such a blessing for the swamp globsters that I sometimes wonder if it wasn’t planned, with those actual terrorists flying the planes not really knowing who they were working for.
