Pergram is an arrogant ignoramus. Yes, if a Senator asks for "unanimous consent", any one Senator can say no, but that's not 100 to 1 veto power. If there is one objection, a vote of 51 Senators can overrule it. All McConnell needs is 51 Senators to approve, and he can have any rules and rule changes he wishes.
