U.S. military had authority to 'take the shot' against Iran's Soleimani

The means the U.S. military had permission in advance to attack Soleimani if the opportunity presented itself. It seems unlikely the British government either did not know, did not understand, or could not have guessed this. Soleimani killed and wounded a lot of British too.
