Legit question...this was one of the top ten Iran military guys and he had zero necessity to be in Iraq. He could have easily made phonecalls safely from Iran impress his ‘friends’ in Baghdad.
I would take some guess that there was some planned effort about to start up in the next week, and he was part of the ‘sales-team’ to ensure things were bought by the Iraqi players in this scheme.
