Correct. A federal district court ruled that the ERA expired in June 1979 and that Congress' attempt to extend the ratification window to 1982 was done incorrectly. Appeals to higher courts failed. It's dead.
The only way to revive the ERA is to start the process all over again and submit it to the states for ratification by a two thirds vote of both the House and Senate. The votes aren't there.
Virginia's Letter of Ratification will be returned to Virginia's Secretary of State by the Archivist of the United States with a letter explaining that the state's ratification was 40 years too late.
