I see the biggest problem with a CWII is that Russia and China would swoop in and take everything. In order for a CWII to happen, the military MUST remain neutral and guard against foreign interference. Let the civilians sort it out.

Of course, for the military to remain neutral, the questions of who controls the military and how do you maintain order in the cities arise.

There are so many unintended consequences that a CWII fails to address.
