If it requires all of the citizens, they will not spare any expense at your cost.

Unless the apathy ends and we collectively stand up and say enough. In every state that restricts freedom, in open tyranny we must be vigilant.

The forces behind this are wide awake to the consequences. Or at least the consequences their hubris allows them to see. In other words, they think the numbers are on their side (picture the orc army outside the gates of Gondor in The LOTR). And besides, disarming the law abiding citizenry is a tried and true strategy, featured IIRC on page 47 of the Standardized and Unabridged Guide for Building a Socialist Utopia.
