Once upon a time (45 years ago) this was a condition sought by leftists led by Paul Ehrlich, among others. Slowing the growth of the population was a dream they all talked about constantly.
They didn’t mention that they would proceed to large-scale demographic replacement as soon as the goal was achieved.
