This new system for RuNet keeps getting described as some sort of censorship or control system. That is the exact opposite of what it is. This system is to ensure that the Russian segment of the Internet can continue to work even if it is actively attacked from abroad. Every nation should be able to say (and accomplish) the same.
I have much firsthand experience with the Russian Internet segment. It operates pretty much exactly like the American Internet segment (more efficiently in some ways). Lots of ignorant people assume that they have a China-like "Great Firewall", but this couldn't be further from the truth.
