No, they weren't ALL involved. They all KNEW and PERMITTED it, but few were actually involved in Ukraine.
HOWEVER, those who weren't involved in Ukraine were involved in scams here and abroad. Syria, Libya, Niger, Haiti, Puerto Rico, etc.
