There is no Constitutional requirement that the House formally present the Articles of Impeachment to the Senate; only that the person shall be impeached. This the House did with the adoption of H.R. 755 which reads:
Resolved, That Donald John Trump, President of the United States, is impeached for high crimes and misdemeanors and that the following articles of impeachment be exhibited to the United States Senate:The House has given public notice the President Trump has been impeached. The Senate is thus free to schedule a trial. If the House does not follow-up by sending Managers and exhibiting the Articles of Impeachment, then the Senate could dismiss the impeachment on the basis of the House's failure to present its case, just as a judge could dismiss a case if a prosecutor failed to show up for a scheduled trial. The Senate has complete freedom to establish its own rules for the trial.
