Whether or not Congress has yet impeached the President, the press and the Democrats will all loudly claim that the Congress has Impeached the President. It is the thing about the tree falling in the forest. If all one can hear is voices screaming that the tree fell in the forest then as far as anybody knows, that tree fell in the forest.
The president has been impeached, but will not be removed. It 1s the same as Andrew Johnson and Bill Clinton, impeached but not removed from office.
Nixon was different, he resigned before the House could impeach him.
