I believe she is referring to black tenants of black homeowners who sell their multi-family homes; if the new owner wants different tenants (as would be their right), the old tenants are evicted.
In terms of developers using eminent domain, in Neptune NJ property owners (including many blacks) successfully resisted an attempt to seize their land back around 2005; the government tried to paint their area as “blighted” when it wasn’t. I don’t see that as being relevant here, as eminent domain is using the government to force you out; I’m not aware of that happening in this part of Jersey City (though I would definitely consider this area “blighted”).

You’d think, given her position, that if this was such an issue with her, that she’d already be doing and saying something about it. Interestingly, the perpetrators were black, yet all she talks about are the Jewish folks moving into the neighborhood.
