Outgoing Kentucky governor pardons man convicted of beheading a woman, stuffing her in a barrel

LEXINGTON, Ky. — It’s not clear if Betty Carnes was killed by asphyxiation or by the eight blows to her head that Delmar Partin delivered with a metal pipe. The coroner couldn’t tell which killed the mother of three first, but it was very clear that her head was then chopped off and placed on her lap in a 55-gallon barrel that was destined for a toxic waste site.

On Monday, departing Kentucky Gov. Matt Bevin pardoned and commuted the sentence of Partin, who was convicted of killing her at the factory where they both worked in Barbourville in 1994.

In his order, Bevin said he pardoned Partin because potential DNA evidence had not been tested.

“Given the inability or unwillingness of the state to use existing DNA evidence to either affirm or disprove this conviction, I hearby pardon Mr. Partin for this crime and encourage the state to make every effort to bring final justice to the victim and her family,” Bevin wrote.

The prosecutor on the case, Tom Handy, said he hasn’t been this angry in a long time. He called the governor’s pardon “mystifying.”

“I think its arrogance of one who has a God-like image of himself,” Handy said of Bevin. “And a lack of concern for anybody else.”

I saw a story elsewhere on this topic. Apparently Bevin, who I am embarrassed to say was one of our guys, issued hundreds of pardons on his way out the door. Many of them were really dicey or, as in this case, just wrong. I have no problem with pardoning somebody who made a mistake 20 years ago that did not involve violence or sexual predation and who got their act together and did not re-offend. But some of these pardons are indefensible.

The jury at trial considered whether some hair found in the killer’s kitchen trash may or may not have belonged or the victim — apparently, that wasn’t enough to outweigh all the other evidence presented in the case.

” I was doing research for this blog when I read a newspaper article about the murder and trial, and it shocked me Partin had got convicted with no physical evidence, clearly not enough time to commit the crime, a tenuous motive and arrested after a mere two hour investigation.”

I think Governor Moonbat tried his best when he was termed out. Maybe Gruesome will finish the job when he finally heads for a higher office.

This makes no sense.

Trying to come up with something...

He was blackmailed, bribed or threatened into doing this to give the GOP or even just Donald Trump a black eye, especially in the eve of next year’s election.

What else could possibly explain this? It’s so bizarre.

Where’s your sense of adventure? 100,000 Criminals released with the known recidivism rate of around 89% running loose?

This means more Kentuckians will buy guns and carry them to protect themselves from psychos popping up in public. It will be like a video game with real drama and consequences.

Not to mention preparation for the coming revolution.

If the story in the Herald-Leader, a very liberal newspaper, is accurate then Bevin clearly abused his pardon authority.

We do a lot of huffing and puffing about journalists and MSM of today but thank goodness there are people who follow up on stuff like this. Not that it will do anyone any good but I’m glad it gets noticed and reported tho’ it certainly won’t bring any solace to the victim’s family.

So, this guy is better if he release ~450 felons, many violent, than a Democrat that would keep them in prison?

Maybe.

But I’m not the one that is going to try to make that case.

I have to admit that 450 felons is a lot to set free. My first concern is always to keep socialists out of power. Preserving individual rights from the excesses of the state s paramount. Bevin at least took on the socialists so I’m not going to be too judgemental.
