IF it was in the congressional record then somebody placed it there at the time. Start looking for a closed-door committee meeting in the Fall of ‘88. My guess is that it was placed there by a rival for the Democrat Nomination — ‘88 was after all a presidential election year.
Hunter’s arrest is in the Congressional Record b/c he submitted the details as part of his resume to get the Amtrak job.
