I’ve seen and heard 13 year olds ‘seasoned criminals’ at that age and younger. The fear of juvinal prison isn’t in their minds as it’s just a ‘family reunion’ with free rent and board in housing better than they get at home.
They know right from wrong at 13 and before..and the potential consequences.
