This is a lot like an umpire or a ref.

Bad calls happen. But when you have 14 critical bad calls, all going to the home team, you have a crooked referee.

The FBI was a crooked referee.

I've been describing it like this: If you flip a coin 17 times in a row and it always comes up heads, doesn't it make sense to take a look at the coin's bias?

The FBI flipped the coin. It came up heads. Then the FBI looked at both sides of the coin, saw two heads, then kept flipping it.

Odds of getting the outcome they wanted? 100%.
