I seriously doubt the guard can perform LE duties. Remember the Posse Comitatus Act prohibits the military from performing arrests, searches and seizure and other critical LE activities. I am quite sure this Act applies to the national guard. The guard is relegated to working in a support role to LE. The State Police generally are confined to the roadways. That leaves the political appointed urban hacks - the police departments to run roughshod over their domain. The only LE force that matters in the county is the sheriff, at least those sheriff departments that were smart enough to retain their full Constitutional LE powers.
