Are there many modern orthodox Jews in El Paso who are also politically conservative? How about those who attend Chabad?
Are the non-affiliated Jews mostly Dems?
When I read the EP was 80% Hispanic, I presumed the city is run by Dems.

Like most places, the number of Jews in El Paso and NM is irrelevant for voting purposes.
Its been a few years since I spent time there, but my experience has been that even among Modern Orthodox, conservatives are less than half. Chabadniks are conservative, but most attending Chabad services in these kinds of places are going to be typical liberals who are more or less secular.
A lot of people there are very interested in crypto-Jews and Anusim that are from Spanish backgrounds.
