What would be the term that accurately reflects the situation in which only one side is doing the shooting?
Synagogues and temples sponsored community gatherings to try to reduce misunderstanding and violence. (As to prevent the Pennsylvania synagogue massacre last year from happening again.)Detroit has had many such meetings of African Americans and others to show all do not condone the worst examples of people in their midst.
In Dearborn,MI a Muslim and an Orthodox Jew had their arms around each other's shoulders, smiling in a story about a shortage of strictly Kosher meat for a holiday that was solved by the Muslim's Halal meat as a replacement. They said they have been friends and colleagues for years.
But these types are not part of the problem any more than the gunmen who push past the gun Free Zone signs at a military base, church or school.
The side that is shooting views the police as their opponents’ “army”; to them, even the cleanest, most justified shooting by a cop is “raciss” if the target is black (even when the cop is as well).

I have kept kosher now for nearly 25 years. While I have heard of Muslims eating kosher food, I have never heard of a rabbi / kosher-keeping Jew approve of eating Halal.
Halal is not as strict as Kosher both in regards to slaughtering as well as mixtures of foods that are prohibited.
