I agree - and Horowitz acknowledges there was bias as evidenced by the texts.
What he says they didn’t find, was direct evidence that the bias influenced decisions.
But that is a bullshit argument because it would take a confession to prove state of mind - and who is stupid enough to admit they based their decisions on bias, knowing it couldn’t otherwise be proven?
As Senator Kennedy said; “absence of evidence doesn’t constitute evidence of absence.”
