What (conveniently) no one is saying about IG Horowitz’s testimony today is that while he said in the report there no bias as to how the investigation started (low threshold)... based on everything else he said there is an insane amount of bias from that point forward.

This. Horowitz is basically saying that the MAIN reason you can't prove bias for opening Crossfire Hurricane is because the standard is so low and because the people at the FBI have such broad discretion. Basically they can open such an investigation under the flimsiest of circumstances, so how do you prove bias in that case without a smoking gun?
