Its not up to Barr. Its up to Congress to make the referral to the DOJ for prosecution. Huh? The Attorney General can direct his subordinates, various DOJ prosecutors, to investigate and bring changes against anyone he wants. He's not bound by anything the Congress does or doesn't do.

I believe you are wrong on this. Congress has to refer the incident to DOJ. Barr cannot proceed on his own.

Let me elaborate, while technically lying to Congress falls under 1621 and 1001 of Title 18 of the US Code, it has been past practice the FBI does not initiate an investigation unless there is a referral by Congress.
This was articulated during the Clinton email hearings.
