Guns on campus may well never be used if it is known that there are guns on campus. Those hunting for safe places to shoot people will avoid a campus where it is publicly known that some trained teachers and staff may be carrying guns. The whole point of guns on campus is not to shoot the bad guys but to deter them from coming on campus to do their work.
