The Inspector Generals report now makes clear that the FBI launched an intrusive investigation of a U.S. presidential campaign on the thinnest of suspicions that, in my view, were insufficient to justify the steps taken.
The IG’s statement on the legal justification is an EXTREMELY low bar. He said that the request correctly cited the legal criteria (item in the legal code) necessary to investigate. In other words, while spurious, the claim was made that there was foreign espionage occurring - which would be a valid basis for an investigation - rather than applying for the warrant based explicitly on a failure to bring an umbrella on a rainy day, which would not be.

Given Horowitz’s track record it was always clear this was going to be a whitewash. It is unforgivable that Barr let Horowitz slow walk this administrative report into 2020 election season. This certainly solidifies my opinion of Barr. He is playing for Team GOPe and not Team Trump.

The whole point of FISA is that the normal rules of probable cause and evidence dont apply.
