During peacetime, military personnel are not issued weapons and ammunition, unless it's a mission requirement, i.e. military police. People with base access are not permitted to carry firearms around, only to transport them, i.e. base housing or base armory for storage, or gun range for practice. Firearms cannot be stored in personal vehicles. These restrictions are in place as a safety precaution for the general base populace.

During my Air Force career, I was never allowed to operate aircraft, although most civilians I met assume I did, because I was in the U.S. Air Force. I wasn't trained, it wasn't my job.

I flew a desk. I provided valuable information about aircraft to those whose job it was to operate them, maintain them, and manage the fleet.
