You can legally put up a nativity scene in public places. The Thomas More Society and another nonprofit organization will guide you on the applications and supply quality nativity scene pieces (including shopping to your community).

Naturally, one needs to start the process a year in advance. But here’s the link. Perhaps we can be contacts in our community.
