No, it is not a “swing coat”. Just because the coat is flaring at the bottom because air is rustling by it as she moves, doesn’t make it a swing coat.
You are correct. I didn’t know she was wearing it without her arms in the sleeves and it flared more than I thought it did.
Looks like a normal topcoat, I’m sure by some fabulous designer. I don’t why the Washington Compost is ragging on her about it.
