It's time to simply abolish any form of welfare for people using any drugs of abuse. Including alcohol. Including opioids. Including marijuana. Etc. Use drugs on your own time and your own nickel, and take your chances. If you can use in moderation and still hold down a job, so be it. If you incapacitate yourself, render yourself unemployable, and die on the streets, so be it. The morgues will be busy for a few years while this sorted things out, but society would relearn what it needs to relearn. And the ineducable will die off soon enough.
The welfare system is the great enabler of drug abuse. If we subsidize something, we will get more of it. It's time to cut off the subsidies.
