The bill makes no distinction between unlawful civil unrest and lawful resistance to unlawful civil unrest, hence, it makes training swat teams unlawful.

The bill is therefore unconstitutional on its face even before we get to questions of constitutionally approved resistance to tyrannical government, where timorous judges fear to tread.
