With all due respect, I suspect that this is a tempest in a teapot. I am not sure who sets the trial rules - McConnell or Roberts - but I think McConnell sets procedural rules via floor vote at the beginning. Of course the 'rats will try to set up rules and blocks - I think that is up to McConnell to handle from the outset; I believe that he is up to the task.

{{I don't think that the Chief Justice can set up Senate rules; like the House, the Senate can make its own rules. The Chief Justice then is governed by that. That is my understanding.}}
