I've visited East Africa...and southern Africa...several times.Not for hunting but,rather,for photographs. It's my understanding that at least several African countries issue permits for hunting lions,elephants,leopards and other "game" animals.
I've read that the income from those permits plays a huge role in saving endangered creatures....rhinos,for example (the four legged type).

local based consumption.
