I know I am whistling in the wind expecting anything but perhaps, just perhaps if a sizable number of people copied that list and submitted FOIA request for those documents...
I once made a simple FOIA request for some information from NOAA (National Marine Fisheries Service) related to the creation of Marine Protected Areas. I soon got a phone call from them informing me that it would cost me $20,000 for them to start to collect the info I requested.
(They really did not want me to have that info because I intended to show the MPS’s were the UN Wildlands Project ocean extension.)
They seemed surprised when I told them that I actually had read the FOIA law and that as the info was intended for my personal use that no charge would apply except a reasonable fee for copies.
