Acting Homeland Security Secretary Chad Wolf, in an exclusive interview with Fox News while touring the border just days after taking the helm at DHS, detailed what he described as an urgent and exciting plan to go after the gangs fueling the flow of illegal migrants, weapons and drugs across the southern border.
"The TCOs and cartels, they control the southern side of the border they have to be paid, they have to be compensated for any of these large flows coming across the border, he told Fox News. You eliminate that and you eliminate their ability to recruit in Central America and bring these folks up.
"TCO" refers to transnational criminal organizations, a term covering both the murderous drug-running cartels that have plagued Mexico as well as other gangs responsible for smuggling operations at the border. The Trump administration has prioritized going after these organizations, last year labeling groups ranging from MS-13 to the Sinaloa Cartel as top TCO threats.
Wolf's warning hinted that the new secretary, among other tactics, intends to go after the gangs cash flow...
(DHS Sec. Wolf said)..."well also be working in the larger interagency to really start targeting these groups, because once you start eliminating their ability to bring migrants and the like, then I think youll start seeing a different dynamic.

A lot of time has has elapsed for analysis, strategizing, organizing, International coordination, and deliberate intelligence collection.
Sounds like the time to conduct larger operations against the cartels may be approaching.
Diversion is a good word for this scheme. Let’s narrow our focus to JUST gang activities and drug cartels...... and let everyone else right on in and give them amnesty..... sounds like an Obama plan.
That’s what Flimsey Grahamnesty is hoping for.
That we will be satisfied with removing only those already convicted here of serious crimes and amnestying the rest.

Seizing cartel assets could force those Mexicans to pay for the wall.
The Treasury Department’s Asset Forfeiture account was one of three different pots of money that the President chose to spend building wall in FY2019, after declaring it a National Emergency.
Unlike the other two types of funds that he tapped for wall building (DoD Counter-Narcotics, and Military Construction), nobody challenged the legality of him spending asset forfeiture funds on the wall.
So taking resources from the cartels, and building wall with it, helps two ways.

I think that there is a good Inter-Agency appreciation of that. Some of the official designation of these organizations as “terrorist”, and the adoption of the term “Trans-National” Criminal Organization (TCO), are designed to satisfy certain legal requirements for the use of force (including potentially covert or Military), as well as other capabilities of Law Enforcement, the Intelligence Community, the State Department, and the Treasury.
It would require a lot of buy in from the Mexican Government to really go kinetic in a big way (like the Pablo Escobar hunt in Colombia), but even if they just use it to sweep up assets for wall building, every little bit helps.
That is one thing I really appreciate about President Trump, he does not take no for an answer and finds another way to get the job done.
But securing the border and stopping the flow is only half the job.
The other half is removing the 30+ million fraudulently documented foreigners already here.
So far we are not doing well in that area.

We're going to need another conservative Supreme Court justice for that.
Probably two, we only have three genuine conservatives now.
