Yes he is. That is because of the implied threat the Senate republicans have always expressed that they might vote to impeach him. Paul Ryan always put that threat out, and now Nancy has the house. And the Senate loves holding that threat over him to keep him weakened. Some appointees they will not confirm. The ones they do must be people they are ok with.

I figure we are getting about 35-40% of the Presidency Trump was going to give us had the Republican party not worked so hard to stymie him.

No argument with you there. There can be no doubt that the Republican party has worked to stymie him.

Ryan and McConnell barely concealed their resentment of Trump “The Outsider” who dared to actually do what the voters wanted.
