George W. Bush did not clean house from the Clinton Administration.
Barack Obama stated during his campaign his goal was to fundamentally change America. He was ready to go when he moved into the White House. He fired Republicans and had his nominees ready to go. The Republican Senate acquiesced and rapidly confirmed most of them.
Trumps greatest failure was to name Chris Christie head of his transition. Christie should have vetted people and had an entire administration ready to present to the Senate for approval. Instead, not even key cabinet members were identified. Trump fired Christie and then went scrambling to find and vet people to fill key positions. As far as filling the lower level appointed positions, Trump had no time to assemble a team so he had to carry on with Obama operatives and professional bureaucrats aligned with Democrats or moderate Republicans.
This massive failure to be ready to go on inauguration day has handicapped President Trump to this day. Watching the impeachment hearings I’ve seen a parade of ambassadors and State Department officials who clearly hold the President in contempt. Had Christie done his job, perhaps Trump loyalists would be in these roles.
