Conditions should already be in place on ALL foreign aid to every country. If it isn’t, I would consider it government malpractice. This is all a farce.
Didn’t mr clinton sign some sort of agreement with Ukraine to that effect? Not sure, but somewhere on the net or here saw something to that effect.
