Morrison testified that he was not only available, but had seen Vindman that same day. Means Morrison thought the second hand knowledge UNWORTHY of kicking higher up. Court Martial offense.. If the head of your department deems it not worthy, it's you DON'T go over his head. Hubby spent 20 yrs in the Navy you learn a lot as a spouse.
