To be precise, the President is the only person elected by all the states to head the federation of states, and is assigned the task of setting foreign policy for the United States.
The states, individually, are sovereign entities, headed by governors elected by the people of their respective states.

I would never insult the uniform, but he is wearing it in the sense that you dress up an accused felon when you take them into court. Vindman is insulting the uniform.

Right. The way to the whistleblower is to ask questions like, “who are the other people that are germane to Ukraine policy?”
Then you ask, “our understanding is ‘name’ who is ‘title’ is involved. Have you worked with ‘name’ and have you had conversations with ‘name’ between the dates of... and what did you discuss?’
Go through a couple of them, then get to Ciramella. See what Schiff does.
That’s how you get the whisteblower out in the public record without being overt.
And hpw would Schiff know that if he didn’t know the identity of the whistleblower. What I got out of that was establishment of coordination between (at least) Schiff, Vindman and whistleman.

Unless he threw himself on a grenade or IED, or covered another soldier with his body intentionally to save them getting shot, describing a Purple Durple as a medal of valor or bravery shows newsies ignorance.
I’ve been wondering the same thing.
Vindman was the leak to Ciaramella. Nunes pushed him on it and Schiff tried to cover it up, but Vindman had previously testified that he “didn’t know the whistleblower.”
He doesn’t know who the whistle blower is and neither does Schitt or CNN. Just ask them.
