Stop and Frisk is an investigative technique approved of by the US Supreme Court and deals with dangerous weapons. No one is detained after a SaF unless illegal weapons are found or there is a warrant for the individual.
SaF goes a long way to reduce gun violence in the inner cities and is a much saner alternative than allowing shootings and murders.
Has he apologized for prosecuting and incarcerating murderers yet?

Good cops are very adept are reading postures, expressions, movements, always looking for unspoken hints of what people are doing and thinking as they walk down the street. Is he sweating, can he maintain eye contact, where are his hands and what are his fingers doing? Bad guys are clumsy about guns, even if they don't have them in their hands.
But S&F lets them act on these hints, legally.
