For confiscation of privately-held firearms to occur, “they” have to identify who owns the firearms. Federal record keeping started in 1934 for vetted owners of fully automatic rifles (weapons of war/ assault rifle), sub-machine guns, light and heavy machine guns, and sawed-off shotguns with the passage of the National Firearms Act and the creation of the National Firearms Registration and Transfer Record (aka NFA registry). One estimate puts the number of permits issued to date at 176,000. The Firearm Owners’ Protection Act,, passed in 1986, denied private citizens the right to own any machine guns manufactured after 1986. The raw data for all legal firearm purchases since 1968 came into existence with the passage of the 1968 Gun Control Act and creation of ATF Form 4473.

Once the DemonRats regain control of both Houses of Congress and the presidency, they will revive the 1994 Federal Assault Weapons Ban (which expired after 10 years in 2004 due to a sunset provision) with a few revisions making it illegal to own an assault weapon (by whatever definition they choose, e.g., all semi-automatic rifles, semi-auto shotguns, and pump-action shotguns). The original ban was upheld by the courts despite many petitions of repeal on grounds of violation of the 2nd Amendment. Later statistical studies of firearm crimes during 1994-2004 showed the ban had no effect on mass shootings. The new ban would also forbid the importation and manufacture of all semi-automatic shoulder arms within the U.S. They might even go so far as to repeal the 1934 NFA.

Also look for the DemonRat-controlled Senate to ratify the UN Arms Trade Treaty (ATT) which went into effect on 12/24/2014. Opposition to the ATT can be broken down into state opposition and civil society opposition. From a civil society point of view, groups concerned about national sovereignty or individual rights to armed defense have been negative of the ATT. The NRA and the Gun Owners of America say that the treaty is an attempt to circumvent the Second Amendment and similar guarantees in state constitutions in order to impose domestic gun regulations. One of the largest sources of civil opposition to the ATT has come from the Institute for Legislative Action (ILA), which is the lobbying arm of the NRA. In July 2012, ILA stated that:

“Anti-gun treaty proponents continue to mislead the public, claiming the treaty would have no impact on American gun owners. This is a bald-faced lie. For example, the most recent draft treaty includes export/import controls that would require officials in an importing country to collect information on the "end user" of a firearm, keep the information for 20 years, and provide the information to the country from which the gun was exported. In other words, if you bought a Beretta Shotgun, you would be an "end user" and the U.S. government would have to keep a record of you and notify the Italian government about your purchase. That is gun registration. If the U.S. refuses to implement this data collection on law-abiding American gun owners, other nations might be required to ban the export of firearms to the U.S.”

Former FOX News show host, Bill O’Reilly, advocated for universal background checks during the 2010s as a tool to decrease mass shootings with semi-automatic rifles. The UBC would mandate all transfers (purchase, gift, lease, donation, lend, inherit) of firearms between private citizens be conducted through a FFL dealer so the dealer would submit the transfer request to the FBI’s NICBCS (went operational in 1998) for approval. In essence, a new Form 4473 would be generated. This has been a stated goal of DemonRats for 30+ years to close what they call the “gun show loophole”.

All of the Form 4473s can be digitized and loaded into a database (currently illegal) to create a national firearm registry. It won't be necessary for all of the "assault weapons" in private hands to show up in the database for the eventual confiscation to effectively disarm the U.S. citizenry. DemonRats will justify the national firearm registry “for public safety” and relevant to the 2nd Amendment’s “well regulated militia” clause”. Afterall, there is already such a registry in place for owners of legal machine guns (all of which are > 33 years old). It will be left up to the SCOTUS to determine the legality of this new registry.

Once the DemonRats pass the new AWB bill and the national gun registry is in place (some blue states may very well pass additional anti-2nd Amendment legislation before), look for the DoJ or DoHS to designate assault weapon collection depots across the land. The IRS will then issue notices to all citizens listed in the national firearm registry who own assault weapons to surrender those weapons by a drop-dead date. The notice would say that if the citizens don't comply, the IRS will freeze/seize their bank accounts and levy punitive fines until the firearms are surrendered. Few people will be able to withstand that kind of pressure. This enforcement approach could well be first implemented by blue states. The DemonRats will put the burden of proof of ownership or transfer of the weapon on the private citizen. “I lost mine in a boating accident”, will not be an acceptable response.

It is a false argument that if the federal government cannot (does not have the will) identify and locate 25,000,000 illegal aliens for deportation, then it surely could not go door-2-door of 10s of millions of gun-owning U.S. citizens. There won't be a need to risk life or limb of LEOs and the Army National Guard going door-2-door to confiscate firearms. The IRS (or state revenue agencies) will make an offer that can’t be refused. The DemonRats will direct LEOs/ ANG to stage some strategic raids at the homes of high-profile citizens who resist. These raids will be used for propaganda purposes and intimidation of the sheeple. The DoJ/ DoHS could even ramp it up by providing phone numbers to call to rat out citizens known to possess assault weapons. It could even reward callers with a bounty for a successful surrender/ confiscation.

If such a scenario were to develop, the next shoe to potentially drop would be the responses by the GOP governors of the red states. Do they comply with the federal government or oppose it? Opposition would mean open rebellion.

Governor Dannel P. Malloy signed the bill on the same day. The bill requires UBCs for all firearm purchases, a high-capacity magazine ban on the sale or purchase of ammunition magazines capable of holding more than 10 rounds of ammunition like those used in the Sandy Hook Elementary School shooting, created the 1st registry in the U.S. for dangerous-weapon offenders, and added over 100 types of guns to the state's assault weapons ban. Federal judge Alfred Covello ruled in January 2014, to uphold the law. On 4/04/2013, Maryland also enacted new restrictions to their existing gun laws. The blue states with the most anti-2nd Amendment agendas are CA, CT, HI, IL, MA, MD, NJ, NY, OR, VA, WA, and Washington D.C.
