Solar PV inverters must receive their source frequency from the grid.
If the grid is off, so are your inverters. It’s part of their UL rating.

A hybrid system will provide it’s own 60hz sync if the grid goes down. All the solar “save money” company’s do not install hybrid inverters though as they cost a bit more.
