good question. I looked it up. USICH created 1987, reauthorized 2009. 19 agencies. A not-so-little ‘independent’ fiefdom of the executive branch. Agencies include, HHS, Labor, Ag, Ed, Housing and Urban, VA, Commerce, Def, Energy, Homeland, Interior, DOJ, DOT, GSA, Budget, SSA, US Postal.
One would think after 30 years of experience, USICH would be able to deal with any surge in homelessness in any particular sector - much as the BP has been able to do at the border over the past year for instance. Or FEMA after a flood. Something is broken over there. Let’s see who Trump picks - hopefully somebody Mad Max will howl about.
