I was wondering why states weren't legalizing pot by only decriminalizing possession. IOW, you can grow it yourself and have it in your home, but you still can't buy or sell it.

Because that would put only the smallest of dents in cartel pot profits. Many people aren't in a position to grow their own, or simply want to get their product ready-to-use.

Not unlike raising your own cattle to have a hamburger.

Well, probably a little easier than that, but it appears to be a lot more complicated than planting seeds in potting soil.
