My guess (only a guess) is that part of their job is to ensure that the foreign aid that we generously give is only used for its intended purposes.

Yes, with how American money is spent being the caveat which I did not think was worth mentioning. In most cases foreign aid like military aid is a kickback to American manufacturers - we give the foreign nation the money to buy American weapons for example.
With all that said if our perfumed diplomats need to do all that work to make sure American money is not stolen then that begs the question why are we funneling money to these regimes in the first place? The Cold War is over 0 I don’t care if a country overseas feels vulnerable - let the Germans support Ukrainian welfare.
