It is possible to be born in the US and not a citizen. In this case, the passport is issued by mistake.
There is an review SOP for passport applications supported by birth certificates where the applicant was born in NY or DC to foreign born parents. The parents names should be run against the “blue list” maintained by the Department if State’s Protocol office.
