It's my understanding (although I'm no Constitutional scholar) that the Constitution is vague...perhaps *intentionally* vague...on how "high crimes" and "misdemeanors" are defined.

If that's true then the House,alone,decides who's impeached and who isn't.

The framers actually wanted the impeachment process to be a POLITICAL process.

They wanted the citizenry to hold the politicos to account. If the public polls (the real ones) show the democraps will pay and lose the majority in the house, no official article will be produced.
