I am also wondering how Vindman earned the title of “decorated veteran.” Did he write himself up for a Purple Heart as John F. Kerry did for a wound which the doctor who treated it said was less serious than a rose thorn prick?

My guess is that he "decorated" himself.
It is indeed quite significant to this Vet that careerist Vindman has the CIB (Combat Infantrymans Badge) and the Purple Heart and yet no medals for valor - Bronze or Silver Star.
It tells me that even with Infantry Units he was more than likely a REMF Staff Officer. His Purple Heart was from an IED that didn’t result in his transfer back to the US.
