The funny part it that there was no informal hold. There was a letter announcing hold ups on a broad scale. Both WaPo and CNN reported this on August 5 and 7th 2019. OMB was conducting an Audit ... to prevent Wasting Taxpayer $$ for programs such as solar panels in the Caribbean!
