to minimize disruptions to classes, given that this event is located at the juncture of four primary academic buildings and is held at a time that classes are in session

Oh please. I worked at a large university. Every Veteran's Day, they fired the cannon at noon. Every year, the week before, all staff, faculty, and students received an email reminding them that they were going to fire the cannon. No issues with disrupting anything.

I worked at a company a few years back and a few of us were sent to a training seminar in an office building next to the Inner Harbor in Baltimore, MD. Everyday we would break for lunch from 11:30 to 12:30 and would walk over to the harbor complex to grab a bite to eat.

Every day at noon they would shoot off a cannon from the frigate U.S.S. Constellation docked at the harbor. The interesting thing I noticed is that a minute beforehand (maybe 30 seconds), they would blast an air horn. And at the sound of the air horn, all the pigeons in the Inner Harbor would fly off between the buildings away from waterside. The cannon would then fire at precisely 12:00 noon and... as the smoke was carried away by the breeze, within seconds, all the pigeons would return.

So I think there’s your answer. Give the pige... err, I mean snowflakes a warning blast with an airhorn and a few seconds to cover their ears and/or run to an insulated safe space... in the basement maybe...
